The Advanced Certificate in Training and Assessment (ACTA) is a programme that provides the workforce in the training industry with the essential skills and knowledge to design and deliver competency-based training programmes and assessment.
Competency-based training programmes focus on equipping individuals with the competencies to perform specific job tasks. In these programmes, the individual’s competency is assessed using performance standards that are recognised by the industry.
These performance standards are based on a structured competency framework known as WSQ, or the Singapore Workforce Skills Qualifications. The WSQ system for the Training Industry is a coherent and comprehensive development pathway that aims to enhance the workforce with vital industry and occupational skills to ensure lifelong employability and maintain the competitive edge of our workforce.
1) Facilitated Learning certifies an individual to be competent in developing competency-based training programmes and delivering them in a classroom-training environment. The individual will be able to assess the competency level of trainees in performing a specific job function.
2) On-the-Job-Training certifies an individual to be competent in developing and conducting OJT programmes. The individual will be able to assess the competency level of workers in performing a specific job function.
3) E-Learning certifies an individual to be competent in developing E-Learning materials and facilitating training in an E-Learning environment. The individual will be able to assess the competency level of trainees in performing a specific job function.
For Individuals
The ACTA programme equips you with essential skills and knowledge to take on the roles of a curriculum developer, assessment developer, stand-up trainer, and/or assessor.
For Organisations
The ACTA programme enhances the skills of your in-house training staff to develop competency-based programmes, deliver OJT and conduct assessment.
The programme can also help your human resource team identify skills gaps within the organisation and recommend relevant training programmes to bridge them.

There are 10 competency units (CU) under ACTA
• For Facilitated Learning, you need to be competent in CU1, CU2, CU3A, CU4A, CU5 and CU6.
• For On-the-Job Training, you need to be competent in CU1, CU2, CU3B, CU4B, CU5 and CU6.
• For E-Learning, you need to be competent in CU1, CU2, CU3C, CU4C, CU5 and CU6.
Statements of Attainment (SOA) will be awarded for each CU. Upon the attainment of all the SOAs related to a specialisation, a full qualification in that specialisation will be issued, e.g. Advanced Certificate in Training and Assessment (Facilitated Learning).
CU1, CU2, CU5 and CU6 are common units for all three specialisations. Trainees who wish to obtain ACTA qualification of another specialisation would be exempted from taking the common units. For example, if you have an ACTA (Facilitated Learning), you will only need to acquire CU3B and CU4B to obtain ACTA (On-the-Job Training); or CU3C and CU4C for ACTA (E-Learning).
