Skills Needed in the Community & Social Services Sector
The occupational skills required in the CSS sector have been developed and validated by more than 250 industry representatives over a one year period. It is further endorsed by the CSS Industry Manpower, Skills and Training Council (MSTC) comprising 22 representatives from Voluntary Welfare Organisations (VWOs), training institutions, key industry associations, labour union as well as government agencies.
The CSS WSQ occupational skill sets have been categorised as follows:
- Administration (AD) - Comprises basic skills for undertaking administrative tasks required in the workplace
- Fundraising (FR) - Covers essential skills required for undertaking fundraising activities within a voluntary welfare organisation
- Volunteer Development and Management (VDM) - Covers all aspects of recruiting, managing and working with volunteers. It also covers skills required to work as a volunteer
- Behaviour and Guidance (BG) - Relates to specific skills and techniques required to manage and work with clients’ behavioural needs and complex behaviours
- Governance (GV) - Relates to compliance with legislative and organisational policy and to professional and ethical behaviour in the workplace
- Workplace Relationships (WR) - Relates to the skills required to work and collaborate as part of a team to achieve work objectives
- Client Service (CSV) - Relates to the provision of holistic care for clients. It includes assessing and responding to individual client needs, evaluating and enhancing the clients’ well being and holistic development
- Human Resource Development and Management (HRM)- Relates to the skills required for working in Human Resources and managing the workforce
- Executive Volunteer Management (EVM) - Relates to experienced professionals working in a volunteer capacity at the board level in voluntary organisations
- Communication & Technology (CT) - Covers communicating (verbal & written) with clients, colleagues, cultural beliefs and practices
- Safety and Health (SH) - Relates to the health and safety within the workplace. It covers the work environment as well as the personal safety of the workers
- Common Process (CP) - Relates to the transfer of common skills and knowledge to the context of a particular sub-sector
- Financial (FN) - Relates to the reporting and basic management of financial matters within an organisation
- Service Programmes (SP) - Relates to the delivery of specific services to meet the needs of clients, families and the community
